EG: chlorine 17accepts an electron from another atom then it is stable. if lithium3 gives one electron then it is stable
it's because by the octet rule any element must have 8 electrons in the last shell
but if u see by sub she'll like 1s,2s,2p..the s subshell must have 2electrons, p subshell must have 6electronsor 3electrons i.e half filled or completely filled ,d subshell must have 10or 5 electrons..then it is considered as stable
