because the number of protons is equal to the number of neutrons and protons have positive one charge and neutral have negative one charge then they neutralize each other effect hence the atom is called neutral atom for example in oxygen it have 8 electrons and 8 protons so positive 8 charge interact with negative 8 charge and 8 minus 8 is equal to zero.
