Hii...

As u know current is the charge flowing per unit time or 1C charge flowing in one second...
Therefore
I = q/t
so, q=I×t
= 15 × 900s ( seconds in 15min)
= 13,500C

Hence the charge flowing through the heater is 13,500C..
