A 2kW heater draws just under 10A when running, but all resistive heater elements have a lower resistance when cold so there is the initial inrush current to think about when first firing it up. Peak inrush current may be somewhere around 11.5A. Clearly the only plug fuse rated for that heater is a 13A fuse.
However, if you had the heater hard-wired into your premises rather than having a plug-in connection, then the correct breaker (rather than a fuse) would be 16A.
Of course, you may be running the heater off a ring final circuit rated at 32A or a radial circuit rated at 20A in which case I would use a fused spur and fit it with a 13A fuse as an extra precaution.
