potential difference =220 volts

resistance =1936ohms

By using P=V×V÷R

We get, 25=220×220÷R

R=220×220÷25

R=1936 ohm

Now, by using E=P×t

=25×10

=250W

=250÷1000 kWh

=0.25 kWh
