Power, P = 1.5 kW = 1500 W
Current, I = 5 A
So, the working voltage of the motor is, V = P/I = 1500/5 = 300 V
Now, the voltage of household power supply is 220 V. So, when it is switched on it wont run slow because of low voltage.

Power=1.5kw
Voltage=220v(general voltage in domestic circuit)
Power=voltage ×current
1.5×1000watts=220×current
1500=220×current
Current=1500÷220
Current drawn=6.81amps(approx)
But it is operated on 5A circuit
So it leads to overloading and thus short circuit
