The phenomenon where it appears that the stationary objects like trees, lampposts, electric poles seem to move backward when viewing from inside a moving train or vehicle is due to relative motion.

Explanation:

When one is observing the outside from inside a vehicle, the person is moving at a speed in which the vehicle is moving forward.

The objects outside the vehicle are stationary with zero speed. Due to relative motion, when speeding or one speeding and other one stationary object approaches one another from the opposite direction, the viewer on each side feels the other side is moving at a Speed 1 + Speed 2 cumulative speed.

Hence it appears as if the trees, electric poles and others are moving.
