fire is generated in petrol by the ratio of 1:3

which means if the can will be almost empty

of petrol and there will be enough oxygen

then it will catch fire or blast

If the tin is full of petrol / diesel and it is tightly closed, there is no space for oxygen. So, there will be no heat produced even when an electric spark is passed between the electrodes placed inside the tin. So, no flame / fire is produced.
