Since a fuse is necessary for the safety.It helps in preventing short circuiting as on the overheating of the fuse,it melts and breaks the circuit .Thus it protects the user as well as the appliance from damage.

no because it is not safe if he remove the fuse anytime there is an overloading takes place and cause short circuit.
