I may not be the best person to answer you since I use 60Hz and 120/240 system, however, I'll give it a shot.
The problem with the question is it's too vague. There is no one-shot type of answer in electricity (like many civilians think there is), but many times for simplicity sake an electrician might create an answer in such a format to help someone understand something. To get a true answer you must not only understand electrical theory and code but your own local code which can be different than the NEC. (Note, some countries outside the USA use the NEC as a basis for their own code.)
To give you some idea how hard that question is, for the lighting load (in the USA), we apply 3 watts per square feet of living space (as opposed to non living space in basements or attics.) You have know ohm's law, at least, to get to the answer & any types of times that rule doesn't apply (in the code book). Plus we separate kitchens and garages because they have their own power requirements.
