A repulsive force acts between protons, if they are brought nearer, work must be done by external force, hence the potential energy of system increases.

If an electron is brought closer to another electron then the electric potential energy will increase as the distance between them is decreasing. Electric potential is inversely proportional to the distance and work done is inversely proportional to the square of the distance.
