The number of protons and atoms in an element is normally equal. If the atomic number is 7 then it is automatically that the number of protons is 7.

protons + neutrons = mass number.

therefore the number of neutrons is 16 - 7=9

when protons are added to neutrons what is obtained is known as the mass number  as well reverse procedure might be taken in order to obtain the number of protons and neutrons in that order .
