no its not necessary that just because its hard and shiny it is a metal.

diamond is an allotrope or carbon and is the hardest substance on earth and at the same time is very lustrous and shiny.

there are other factors to consider to judge whether or not a substance is a metal or not, for eg, its ductility, malleability, ability to conduct heat and electricity, and so on.
