as the element belongs to 13th group so it will have 3 electrons in its outermost shell. it needs 5 more electrons to complete its octet and so it requires a lot of energy to gain electrons so it will loose 3 electrons.

clorine has electronic configurqtion as 2,8,7. it needs to gain 1 electron.
