A base turns red litmus solution to blue.

the element is metal because metals form basic oxides some of which dissolves in water to form Hydroxide that turn a solution of red litmus blue.

example: calcium

2Ca+O2---> 2CaO
calcium oxide
CaO+H20---->Ca (OH)2
calcium hydroxide
