Z=3 Denotes Lithium and it's oxide is
LiOH ( Lithium hydroxide)

The element with atomic number 3 lithium belongs to 1st group. So, it has a fixed valency which is +1. So, it will form Li+ cation. The valency of oxygen is -2 so it will form O2- anion. When Lithium and oxygen combine, 2 electrons will be donated by oxide anion which in turn will be taken up by 2 Lithium cations. So, the formula of oxide formed is Li2O. Regards
