electronic configuration = 2,8,3
az we can see that there are 3 electrons in its outermost shell therefore the group number = 3+10=13
group number = number of electrons in outermost shell+10
we add 10 when the number of electrons in the outermost shell is greater than 2.

period number = number of shells in am atom.
as we can see there are total three shells therefore period number=3

(2) this element is a metal because it has 3 electrons in its outermost shell and needs 5 more to complete its octet bur to gain electrons it requires a lot of energy so it looses its 3 electrons and gain a positive charge.
