Answer: It is true; but it depends.

Explanation: When an error is displayed in a device, it is the responsibility of the parent company of the device to diagnose and fix the problem ( if it is a new one). If it is an existing problem, the error itself should contain (possible) ways to fix it.

P.S. Only if somebody (User) reports the problem, the parent company will be able to diagnose it.
