It is a fact that there are certain laws made in the world that help to keep people in their limits. These laws if not followed lead to sanctions being enforced which is why people actually follow them. Had it not been for sanctions in the form of punishments, nobody would follow them.

Because punishments evoke a sense of fear in people. Same is the case with relating "fear of punishment enforcing discipline".

Discipline is something that comes with time and often with punishments. Nobody would take discipline seriously and not be punctual and maintain decorum if its not a matter of punishments.
