Answer: The correct answer is 3 m/s.

Explanation:
P= W / t

Where,

P= Power

W= Work

t = Time

And,

W= F.S
[F= force]
[S= Displacement]
So,

P = F.S / t

P = F.V

[because Velocity V= S/t]

Now,

V = P / F

[ Velocity of car depends on the Power & Force, not on the thickness of the water layer ]

V1 = 3 m/s
F1 = 1000 N
P1 = 800 kW
So,
V1 = P1 / F1
3 m/s = 800kW / 1000N .....eq.(1)

Now,

V2 = ?

F2 = 500 N

P2 = 400 kW

So,
V2 = P2 / F2

V2 = 400kW / 500N .....eq.(2)

Divide eq.(2) By eq.(1),

V2 / V1 = P2.F1 / P1.F2

V2 / 3 = 400✖️1000➗ 800✖️500

V2 / 3 = 1 m/s

V2 = 3 m/s
