when a balloon is rubbed by a fur cloth the loose electrons of the fur cloth gets deposited on the surface of the balloon thus the balloon has an excess of electrons and it becomes negatively charged . As uncharged bodies are attracted towards charged bodies , the balloon also gets attracted towards the wall and sticks to it .
