In a normal inverted beaker there are only co2 present as the oxygen supplies gets cut off so the candle in beaker 1 is not burning but the other beaker has oxygen as said in the question the candle might keep on burning as oxygen gas is needed for a candle to light so we can say no changes is observed in beaker 2
