Since the number 2 is negative you subtract it from the given no.of electrons to get the atomic number.

If it was positive you should add.

Here, the number is negative. So,

atomic no. = 10 - 2

                  = 8

Atomic no. = no. of protons

Therefore,

Atomic mass = no. of protons + no. of neutrons

                      = 8 + 8

                      = 16.

The element is oxygen.
