a connected to positive and c connected with negative. So in NPN transistor ;

a connected to positive with respect to b; (AB junction reverse bias- cause less current)

b connected to positive with respect to c; (BC junction is forward bias-cuase more current)

It is called common base configuration in reverse saturation condition. It cause maximun deflection in ammeter.
