The required ratio is

\frac{1 -  \frac{2}{9} }{ \frac{2}{9} }  =  \frac{ \frac{7}{9} }{ \frac{2}{9} }  =  \frac{7}{2}  = 3.5 \\ i.e. \: 7 :2  \:  \: or \:  \:  3.5 :1
