An object moves with a uniform velocity when pushing and frictional forces acting upon it are balanced. But when the forces are balanced the object isn't in the state of rest?

yes. when the two forces acting on an object in opposite directions are equal, then that forces are said to be balanced and they don't move, i.e, they will be in equilibrium state.
