Let 'p' be the eye of observer and 'q' be the top of tower 
Let Angle of elevation be 'Ф' at 'p' towards 'q'
Tan Ф = opposite (rq)  = 30-1.5  = 1 
               adjacent(pr)       28.5 
Ф = 45 degrees
