At first I have to state you that 1 extra day in a leap year comes from the 3 year before the leap year + the leap year

Now just think that every year will contain an extra 1/4 of 24 hrs i.e. 6 hrs

so the women may have not celebrated her birthday in the three years but she could celebrate her birthday in these hrs.

so according to me she had celebrated her birthday 17 times only but her age will be 2020-1949 i.e.71 yrs.
