Solution:

1kg  3kg  9 kg

3 + 1 = 4

9  - 1 - 3 = 5

9 - 3 = 6

9 + 1 - 3 = 7

9 -  1= 8

9 + 1 =10

9 +  3 - 1 = 11

9 + 3 = 12

9 + 3 + 1 = 13

Three weights   are enough

1 , 3 & 9 kg
