The governor has powers on the matters to issue ordinance, where state legislature has powers. Governor issues an ordinance, when the state legislature is not in session and the governor considers it necessary to have a law. These ordinances have to be placed before the state legislature at its next session. The state legislature has to clear this, within six weeks of, meeting together for the session. The ordinance lapses if it is not approved within this six weeks or rejected.
