There are total of two ways in which Anna can stand next to Bill and that too on the left side.  

ABC (first position is A and B)

CAB (second position is A and B)

And there are two ways of Bill and Anna standing next to each other when Bill is on the left side of Anna.

BAC (first position is B and A)

CBA (second position is B and A)

So there are total of 4 different ways.
