We know if we heat something it expands and if we cool something it contracts .Same happen to water until it reaches 4°c temp.Consider water at 23°c is being cooled it contracts until it reaches 4°c so volume decreases and density increases so denser water goes down and less denser water comes up and at exact 4°c water will ha ve max density.From 4-0°c water expands on cooling and here volume increases and density decreases thereby the upper surface gets freezed and denser water(4°c) in the bottom remains at same temp and helps for the survival of aquatic life
