After being granted the diwani rights , the EEIC appointed Reza khan to collect the revenue . However it took no responsibility for the administration of these territories . The nawab was still responsible for administration but he had no access to resources . This system came to be known as dual Government . This system has a disastrous effect on the people of Bengal . Neither the EEIC nor the nawab took the responsibility to look after their welfare . Bengal was struck by a famine which killed 1/3 of the population.
