The sentence is grammatically correct. writer thou ought to have put will instead of shall. it simply means the writer is looking forward to the day he or she will be able to obtain a driving licence. probably he is still below the age bracket.

I am eagerly waiting for the day when I shall be eligible for a driving licence.

I am eagerly waiting for the day….Principal clause.when I shall be eligible for a driving licence….subordinate clause .

A subordinate clause contains a subject as well as  a verb, but it needs to be linked  to a main clause because it cannot make sense on its own.
