Tashkent Agreement, (Jan. 10, 1966), accord signed by India’s prime minister Lal Bahadur Shastri (who died the next day) and Pakistan’s president Ayub Khan, ending the 17-day war between Pakistan and India of August–September 1965. A cease-fire had been secured by the United Nations Security Council on Sept. 22, 1965.

The agreement was mediated by Soviet premier Aleksey Kosygin, who had invited the parties to Tashkent. The parties agreed to withdraw all armed forces to positions held before Aug. 5, 1965; to restore diplomatic relations; and to discuss economic, refugee, and other questions. The agreement was criticized in India because it did not contain a no-war pact or any renunciation of guerrilla aggression in Kashmir.

Tashkent agreement was signed between India-Pakistan post 1965 war. India won the war decisively.

This agreement which was brokered by USSR and signed between the India and Pakistan at Tashkent.

Highlights of the agreement are

1. Restore normal and peaceful relation between India and Pakistan

2. Reaffirmation from both the sides that under UN charter through peaceful means the existing issues will be solved.

3. Non-interference in the internal matters.

4. If there are matters of direct concern then a meeting at the highest level will be called and they will be discussed.

In this agreement Pakistan wanted to reopen the question of accession of Jammu and Kashmir by India. But India never allowed. Despite India being on the winning side it could have solved the Kashmir problem permanently. India also succumbed to the USSR pressure.
