(a) The word 'both' refers to the 2 paths.

(b) The phrase 'way leads on to way' means that once the choice is made, many other choices will be made and thus, these choices make us who we are, build and character and mould our personality. He knew that he wouldnt be able to come back as through this journey itself; he would face decisions which lead him to different paths.

(c) The poet was doubtful about what would have happened if he took the other path and if he had taken the better path.
