And immediately i regretted it, i thought how paltry, how vulgar, what a mean act!, i despised myself and the voices of my accursed human education.

1.The speaker regretted for his act of throwing a wooden log at the innocent harmless snake .so he regretted for his stupid act

2.what a mean act means , what a foolish act.

3.the speaker considered him worthless as he was not kind on the living thing and did a mean act

4.beause the education made him confuse and take the decision of throwing the log at the snake
