The poet explains what his (the tiger) life would be if he were a free animal. The poet sought to describe the plight of animals that people keep for their own enjoyment.

The poet says in the night the tiger stares  at the shining stars  (are shining freely in the sky) with his shining eyes. The poet here is implying that the tiger is sad and as he is confined in the cage, therefore, he is helpless and cannot do anything. Hence, the tiger stares at the stars in the night and attempts to divert his thoughts towards them. Moreover it also implies that the tiger is staring with hope at the brilliant stars shining in the sky that he could be free as those shining stars.

Moreover the poet has used the literary device repetition in this line (brilliant). Repetition is a literary device which repeats the same phrases/words to emphasise a concept. The poet has repeated 'brilliant' to bring into notice the tiger's desire for freedom. The tiger, with his shining eyes, keeps staring at the shining stars and desires to be free like them. Since the stars residing in their natural environment (the sky here), the tiger also wants to wander around in the forest, since this is where his natural habitat is and that is where he belongs to.
