1. ‘Thou’ here is the rain.

The poet is asking the rain for an introduction. ‘Thou’ means ‘you’ and ‘art’ means ‘are’. The poet is asking the rain ‘And who are you?’

2. The poet thought that it was strange that the rain had a voice and could use words to express its feelings. So, the poet feels that it is a little weird for him to tell the readers about the rain’s reply.

3. The rain rises from the land and the sea as evaporation takes place both on land and sea. This evaporated water vapour goes up into the sky, condenses, forms clouds and then causes rain.
