When the sentence is begun by- Anil is so...., then the format of the sentence will change.

The sentence will be: Anil is so fast a runner that he should stand first in the race.

 We will use ‘should’ here because for any future happening, which only has a probability and not surety, ‘should’ is appropriate.

 ‘That’ will be used here, because ‘so’ is always followed by ‘that’ in English grammar.
