Turtles in marine or riverine habitats, and tortoises on dry land. If it has a true exoskeleton it is an invertebrate by definition (phyla Arthropoda and Echinodermata) and so has no endoskeleton. If it has an endoskeleton, then it is not going to ever have a true exoskeleton;, but only a shell.
