anions are negatively charged ions and they migrate to anode during electrolysis

cathode is negatively charged electrode

since anions are negatively charged so they are present in the cathode as explained cathode is also negatively charged and during elctrolysis anions get discharged from cathode and move towards anode to lose electrons and get oxidized
