The possible reasons for this would be as follows:-
1. The presence of a large number of predators in the pond.
2. Contamination of the pond water.
3. Insufficient nutrients present in the water.
4. Less amount of space due to huge population of phytoplanktons because of       eutrophication.

He always notices tadpoles but no frogs in the pond because due to lack of nutrients in water or due to pollution in pond water the complete metamorphosis of tadepole into adult frog does not occur.
