Hydrogen bond is responsible for the anomalous expansion of water below 4C.Hydrogen bonds actually keep water molecules at a greater distance from each other than when there's no such bond at higher energy levels, i.e. higher temperatures when it's a liquid.It's like people packed in a busy subway, more of them can fit if they tuck their hands, than if they all hold hands and stand, although they're more rigid, but will occupy more space.Same way ice is rigid but occupies more space than liquid water below 4C.
