●a● If we blow over a piece of paper velocity of air above the paper becomes more than of below it.

As kinetic energy above the paper increases so in accordance , Pressure + Kinetic energy is constant.

It's pressure decrease due to the value of pressure below the piece of paper is equal to atmospheric pressure. It remains horizontal and does not fall . So the paper will not remain horizontal.

●b● This can be applied from equation of continuity i.e A1V1 = A2V2 , As we try to close a tap with fingers . Considerably as opening between our fingers provides consistency . Thus , velocity of water increases greatly and fast jets of water comes through the opening between our fingers .
