Let the answer be X.

let \:  -  \frac{2}{3}  = a

Therefore,

 {a}^{  - 2 }  \times  {a}^{7}  \times  {a}^{ - 4}  = x \\  {a}^{ - 2 + 7 - 4}  = x \\  {a}^{1}  = x

Hence, X = a

i.e.,

x =  -  \frac{2}{3}
