 { (\frac{2}{9}) }^{3} \times  {( \frac{2}{9} )}^{ - 6}  =  {( \frac{2}{9} )}^{2m - 1}

We see here that the bases are same in the LHS and RHS. Therefore, we can neglect the bases and count on the exponents.

3 - 6 = 2m - 1

 - 3 = 2m - 1

 - 3  + 1 = 2m

2m =  - 2

m =  - 1
