Several projects of Muhammad bin Tughlaq were failures. The most notable among these were: Transfer of capital from Delhi to Devagiri. This failed as he tried to get the entire population of Delhi to shift to Devagiri, instead of shifting just his government.

During the Sultanate period the number of Hindu nobles was extremely negligible. Important functions performed by the nobles: 1. They helped the Sultan in the expansion of the empire. To mobilize their revenue resources, the Delhi Sultans relied on the iqta system. Under this system, the whole empire was divided into tracts of land which were then given to noblemen for administration and tax collection. The nobles collected the tax revenue from the land and deposited part of to the royal treasury.

The Muslim Rule in India has been conveniently divided into two periods the Sultanate of Delhi (1206 to 1526) and the Mughal Empire (1526-1707). ... As political entity, however, the Sultanate received sustenance from the evolution of institutions abroad and a home.

Alaudin Khalji set up 3 markets at Delhi for essential commodities, textiles and cattle and slaves. Each market was under the control of a shahna. He standardized weights and measures across the kingdom and fixed the prices of essential commodities. Any shopkeeper who tried to cheat was severely punished.
