2 {x}^{2}  +  {a}^{2} y = b  \\ cx +  {k}^{2} y = 6

if the lines are parallel then..

 \huge \bold{ \frac{2}{c}  =  \frac{ {a}^{2} }{ {k}^{2} } =  \frac{b}{6}  }

 \huge  \bold{\implies  \frac{2}{c}  =  \frac{b}{6} }

  \huge \bold{\implies \: bc = 12}

subtract 9 from both sides..

 \bold{\implies \: bc - 9 = 12 - 9} \\   \bold {\implies{bc - 9 = 3}}

so the value of bc-9 is 3
