All five permanent members have the power of veto, which enables any one of them to prevent the adoption of any "substantive" draft Council resolution, regardless of its level of international support.

3 ] The General Assembly is the main deliberative, policymaking and representative organ of the United Nations. Comprising all 193 Member States of the UN, it provides a unique forum for multilateral discussion of international issues including peace and security.
